I am looking to bring back the best graphics card that I can. I only enjoy a 300 watt power supply. Also can I run a graphics card that needs a 350 or 400 watt power supply?

Power requirements for a system are a bit more complex than the wattage of the power supply which is pretty often misleading. What is more considerable is the amperage on the 12V rail. (Watts are defined as the Voltage * Amperage) so a power supply beside 300 watts may supply a large amount of amperage to the 3.3 and 5 volt rail, but not so much to the 12V rail.
Most elder power supplies like those contained by the 300 Watt range do not provide sufficient power on the 12V banister thus causing problems. You might want to example this website for more information:
